The C-5168 bleach: it converts developed silver back to halide so the fixer can wash it out and leave only the dyes.
When it is bought on its own
A bleach exhausts more slowly than a developer and can be aerated. In a kit it is usually still working after the developer is spent — replacing the whole set for its sake makes no sense.

Will the C-41 bleach do?
They are chemically close, but the times and concentrations are set for their own process. For a predictable result use the proper one.
